Jonathan Panter is a Stanton nuclear security fellow at the Council on Foreign Relations (CFR). His research at CFR assesses whether unmanned systems and automation will affect maritime crisis management and escalation. Panter previously served as a surface warfare officer in the U.S. Navy, deploying twice in support of Operation Inherent Resolve. Panter holds a PhD in political science from Columbia University. His dissertation, a critique of naval forward presence operations, examined political and organizational influences on U.S. military readiness.
