OPEC is irrelevant. Tis true that OPEC hasn’t shown much capacity to act collectively. But right now I rather suspect that the Saudis have enough market power to act “to stabilize” oil markets on their own … OPEC may not matter, but I suspect the Saudis matter rather more than in the past.
