CFR Welcomes New Fellows for International Political Economy and Trade Policy

Last month, the Council on Foreign Relations (CFR) welcomed Zongyuan Zoe Liu and Inu Manak to the David Rockefeller Studies Program, where they are contributing to the work of the Maurice R. Greenberg Center for Geoeconomic Studies.

Zongyuan Zoe Liu joined as a fellow for international political economy, based in New York. At CFR, her work focuses on international political economy, global financial markets, development finance, and emerging markets.

Prior to joining CFR, Liu was an instructional assistant professor at Texas A&M’s Bush School of Government and Public Service in Washington, DC, where she taught courses on global economy, economic statecraft, and Chinese foreign policy. Liu also taught courses on Asian energy security and political risk analysis at the Johns Hopkins University’s School of Advanced International Studies. She is the author of Can BRICS De-dollarize the Global Financial System? (Cambridge University Press, forthcoming April 2022) and Sovereign Funds: How the Communist Party of China Finances its Global Ambitions (Harvard University Press, forthcoming 2023).

Liu is a CFA charterholder. She obtained a BA in history from Shandong Normal University in Jinan, China, an MA in international relations from the George Washington University’s Elliott School of International Studies, and a PhD in international relations from Johns Hopkins University’s School of Advanced International Studies. She also completed a post-doctoral fellowship at the Columbia-Harvard China and the World Program.

Inu Manak joined as a fellow for trade policy, based in Washington, DC. At CFR, she researches and writes on policy issues relevant to U.S. trade policy, including topics such as global trade flows and regional and global trade arrangements. 

Manak was most recently a research fellow at the Cato Institute’s Herbert A. Stiefel Center for Trade Policy Studies. Her recent book, The Development Dimension: Special and Differential Treatment in Trade (Routledge Focus, 2021) was co-authored with James Bacchus, the first chairman of the World Trade Organization’s Appellate Body. She is a book review editor for World Trade Review and a participating scholar in the Robert A. Pastor North America Research Initiative, a joint program between American University’s Center for Latin American and Latino Studies and the School of International Service. Manak also serves on the Executive Board for the TradeExperettes. 

She received a BA in political science from Simon Fraser University, an MA in international affairs from American University’s School of International Service, and a PhD in government from Georgetown University.
