The 2003 Bargain with Qaddafi

In an article in the Wall Street Journal today, I discuss the bargain struck between the United States and Libya in December 2003. Under it, Qaddafi abandoned support for terrorism and handed over his nuclear, chemical, and missile programs. In return, the United States ended sanctions against Libya, exchanged ambassadors, and muted its opposition to his regime. How that bargain looks today is the subject of the piece.
