Living Our Values

Our Mission

The mission of the Council on Foreign Relations is to inform U.S. engagement with the world.

 

Founded in 1921, CFR is a nonpartisan, independent national membership organization, think tank, educator, and publisher, including of Foreign Affairs. It generates policy-relevant ideas and analysis, convenes experts and policymakers, and promotes informed public discussion—all to have impact on the most consequential issues facing the United States and the world.

Our Values

Since its founding over one hundred years ago, CFR’s values—of nonpartisanship, independence, expertise, and engagement—have guided its work as a leading foreign policy think tank, membership organization, educator, and publisher. 

 

Nonpartisanship 


• CFR takes no institutional positions on matters of policy.

• CFR has no affiliation with the U.S. government or any political party.

• Scholars who wish to engage in political activity must take a leave of absence to do so. 


Independence  


• CFR welcomes and promotes a diversity of views from our scholars and experts. 

• CFR is committed to independent research and analysis.  

• CFR maintains this commitment in part due to its diverse funding model, which includes individual member dues; annual giving by members; corporate memberships; Foreign Affairs magazine (including subscriptions and advertising); grants from foundations and individuals; investment returns from its endowment; and rental income from outside use of CFR's New York and Washington facilities. 

• CFR does not accept funding from foreign governments, nor does it accept grants or membership from entities that are majority-owned or controlled by foreign governments.  

• CFR does not accept funding from the U.S. government except to defray a portion of the costs of visiting military, intelligence, and diplomatic fellows who remain employees of the U.S. government and spend an academic year at CFR. 

• CFR does not accept funding from corporations for research projects, nor does it allow corporate members to influence the outcome of such projects. 

• CFR does not allow foundations or individual donors to influence the outcome of any research or event, and those who fund chairs are not involved in the selection of the scholars who fill those posts.  

• While Foreign Affairs magazine accepts advertising and sponsorships from corporations and commercial government entities, advertisers and sponsors have no influence over editorial decisions or articles appearing in the magazine.


Expertise  


• Expertise lies at the center of CFR. Through the David Rockefeller Studies Program—CFR's think tank—CFR houses more than eighty full-time and adjunct fellows who analyze pressing global challenges and make concrete policy recommendations that offer actionable steps that policymakers and citizens can take to address them. These scholars cover the world’s major regions and significant foreign policy issues.  

• CFR produces expert-informed, up-to-date information and analysis about world events and American foreign policy across its institutional channels, including on its flagship website CFR.org and on Foreign Affairs, the preeminent magazine of international affairs and U.S. foreign policy. 


Engagement  


• CFR contributes to and shapes the foreign policy conversation by convening events in New York, Washington, DC, and across the country with leading foreign policy thinkers and practitioners from the U.S. and around the world. 

• CFR also engages with local, national, and international media to provide analysis and context to current events. 

• CFR is committed to fostering a foreign policy community in the United States that is representative of American society, recognizing that diverse perspectives, experiences, and backgrounds contribute to a broader and enhanced understanding of the world and the United States’ role therein.

• Strengthening the Studies Program with experts with a range of perspectives, experiences, and backgrounds featuring independent research that analyzes the full scope of foreign policy issues and offering practical policy recommendations
 

• Promoting an informed citizenry by making CFR’s independent, nonpartisan resources accessible to broad audiences of students and educators, state and local government officials, congregational and religious leaders, the policy and diplomatic community, the media, the business community, and global think tank leaders while expanding pathways for their participation in CFR events and programming
